Shafiq Khalilzad

Shafiq is a highly esteemed legal professional and human rights defender in Afghanistan. With over a decade of dedicated service, he has tirelessly contributed to advancing the justice sector, fostering institutional transparency, and combating human trafficking and migrant smuggling while advocating for human rights in Afghanistan. Shafiq’s expertise extends to justice system enhancement, legislative drafting, and case management development. Shafiq’s impact was profound during a 12-year tenure with both national and international organizations, including five years with INL in Afghanistan. In 2017, alongside his official duties, he established a national volunteer organization to aid war survivors, internally displaced persons, women, children, and others vulnerable in society. In March 2022, Shafiq was evacuated to the United States, where he embarked on his journey with MAV as a project manager and later joined REACTDC as an asylum application specialist. His educational background boasts a master’s degree in International Law and Human Rights, two bachelor’s degrees in law (LLB and B.S.L), and a Diploma in National Security and International Relations from India. He is fluent in Persian, English, Hindi, Urdu, and Pashto.
